From the initial proposal of the zero-tariff concept at the Forum on China-Africa Cooperation in 2003, to its gradual implementation in 2005, and now its coverage of all African countries with which it has diplomatic relations, this policy evolution over more than two decades demonstrates the profound friendship between China and Africa based on "joint consultation, joint construction, and shared benefits," and outlines a clear path for South-South cooperation.
